Segunda producción como solista del genio creativo de Pink Floyd; Roger Waters, en donde da un giro más comercial y pop,disco de los años 80's, lo que no quita su calidad musical. Sobresale "Who Needs Information", "Radio Waves" y "The Tide Is Turning". El disco puede clasificarse como conceptual, dado que cuenta la historia de un muchacho inválido que solamente tiene a la radio como su entretención, kaos como su vida entera.
